I am trying to figure out if I need this module or not.
If I upload the bootstrap theme aren't these icons already loaded? (I'm new to the bootstrap, fontawesome arena so please bare with me).

Yes, you must have to installFont Awesome Icons to use font awesome icon your website.

Yes! it is needed if you want to use fontawesome module related features. Bootstrap theme (drupal) or bootstrap API are using Glyphyicons fonts.
