I set the option 'Enable jQuery sf-Touchscreen plugin for this menu.' with the behavior 'Opening the parent menu item link on the second tap.'.
In this case I think submenues shouldn't drop down befor I click the parent. But all sub are dropping down when I hover the parent. It doesn't matter which option or bahavior I set and which device I use to test. I used Chrome on Desktop, Nexus 5 and a Andriod Tablet with HD resolution.

Added a new feature :) please try the latest development release (today's) with the master branch of the SF library, there's a new checkbox under sfTouchscreen behaviour settings in block configuration.
