Learn about the many benefits of Drupal 10 and find migration tools in our resource center.It should be possible to specify remote URL as a location of CKEditor library. CKEditor will have a CDN soon, which could be used by default by the CKEditor module. This way no additional steps would be required to use CKEditor (download this, upload there etc.).
