Tooltips are enabled on forms regardless of theme settings [#2237185]

You guys are probably aware of additional work needed for the form tooltip workflow, but currently it can't be turned off since these theme functions add them regardless:

theme_form_element_label
theme_text_format_wrapper
theme_field_multiple_value_form

Here is simple patch so until tool tip kinks are figured out, at least they can be disabled.

Yeah, on my user profile forms, it ignores the settings and turns all my form labels into "More Information?" Pretty Annoying. I am sure we will figure it out. Thanks for the patch.

I can confirm that this patch works as intended. I'm going to change the status of this to "needs review" so perhaps it can be committed (at least until the whole tool tip kinks are resolved)
