I tested buying two products from two different stores, and I could choose "Paypal WPS" that was available from one of the stores.

When I tested to buy only one product from that same store, The checkout settings behave as "normal" like if there was no stores and the steps I have available are Checkout, Shipping, Review order, Confirm order, Checkout complete.

When I'm in "Review Order" I click "Continue to next step" and it automatically shows as paid, not showing me the payment methods available I for that store in particular, namely "Example" and "Paypal WPS" which worked when I buy this product at the same time as other from another store.

Tested it with Paypal WPS, and it works fine for single order too. As suggested in your other issue, you might want to try using Reset to defaults for panes on Checkout settings page (/admin/commerce/config/checkout) to make sure you don't have any settings there which might mess with the checkout flow, and then try again.

Did what you recommended. Erase all orders and carts, "Reset to Defaults". Seems to be working as designed.
