drush command should check destination is writable by the current user [#2237791]

I just ran a big backup with drush, and at the very end of it it said:

> Unable to create or write to the save directory 'private://backup_migrate/manual'. Please check the file permissions that directory and try [error]
again.

Perhaps it should have checked that was okay *before* spending 10-15 minutes making the backup file?

Agreed. This requires changing around how backups work a bit, but the 3.x branch now checks that destinations are valid BEFORE doing the backup rather than after.
