It looks like theres an included h5p_devel that's been ported from D6 land to D7. I haven't looked to see if its this easy but it appears that it would work for D7 except in the info file core = 6.x needs swapped to core = 7.x

We haven't tested the development module for D7 yet. We'll update this issue as someone has verified that the development module works for D7.

We wont be using the h5p_devel module in D7, so it has been removed.
