A very common use for the ctools-provided "Page site name" pane is in the header of a "panels everywhere" site. But the pane doesn't allow you to link the title to the site homepage.

Attached a patch which adds this option.

I tested #2 with the latest ctools and panels code and it applies fine and works as expected.
