Maybe I'm missing something, but if so, it's not obvious. What I'd like to do is simply delete a menu that I created. In Admin > Site Building > Menu there is an option to add a menu, and after clicking on a menu, it can be edited. Wouldn't it make sense to have a Delete Menu function in one of these two places? Can anyone enlighten me on how I delete a menu?

click on the edit menu tab at the top
click the delete button at the bottom

For contributors to the Menu Module that putting a 'delete menu' tab beside the 'add menu' tab would make better ui-sense. Perhaps I'll try to write that myself as I get more familiar with creating modules...

...but not quite.
There is a menu I created, which is not set to be a menu for either Primary nor Secondary links. However, when I click on the edit this menu for some reason does not offer the 'delete' button, while others that I created, did. All items have been deleted from this menu, and still I can't delete it because there's no means to.

sounds like you are trying to delete the default navigation menu (though you may have changed its name along the way). You can't delete a default menu. You can simply set the navigation block (or whatever you've changed its name to) to not show in administer -> meuns

Yes, I discovered the Secondary menu *was* named something else, which explains why I couldn't delete it.

a solution
When you choose to edit the menu item you could not delete before, you find that the page address is something like this:
http://yoursite/root/admin/build/menu/item/369/edit
just write top the last word "edit" to "delete" (http://yoursite/root/admin/build/menu/item/369/delete), and press enter
then you will get the possibility to delete this menu.
