Problem/Motivation

Some translations are overriden on installation in a foreign language.

Steps to reproduce

  1. Complete installation of beta10 in German.
  2. You will see in the login box "Username" instead of "Benutzername".

If you go to the translation interface, you will find that for "Username" the translation now is "Username", even when the automatically downloaded PO file has "Benutzername".

I'm inclined to think that some configuration that it's being installed (maybe optional one?) is overriden proper translations. No proof yet.

Probably related: #2457551: Regression: optional default configuration is not translatable anymore in locale

I confirm that this happens when we install /core/modules/user/config/optional/views.view.user_admin_people.yml.
