Does anyone out there have a drupal site running that can have relatively large files uploaded to it without the upload process being cancelled? I would like to know which hosting service you use, or perhaps at least what server settings are required to allow this.

With the drupal site I built I can't upload much more than about 1 MB (that's the size of the file in the temp directory). The problem related to some PHP settings.

I need users with slow Internet connections to be able to upload a file of maybe 2-3MBs.

I already asked Pair (which was recommended on this thread: http://drupal.org/node/19674) about their Advanced Account and they responded (in a flash!):

...
The script that is uploading the file would need to conform to our
policies. You can find them at the links below:

http://pair.com/policies/resource.html

http://pair.com/policies/cgiresource.html

Often times the script is running longer than than the policies allow, and
our resource management system kills the process. Unfortunately we can
not alter the policies on the server to change this as it could affect the
other users on the server.
...

The policy advises of a limit on any program that requires more than 30 CPU seconds to complete.

So, I'm looking for some suggestions about what host I need to use to allow site users to upload large files.

We, at etopian have no such limit, and we're 100% drupal compatible, we'll even match the pair price point that you're paying.

I host my Drupal site at WestHost. You get a virtual server with near-root access, which means you can change any settings you want. If a limit causes problems to you, then you can either edit the server configuration files by yourself or ask a WestHost technician to help you. I am sure that if you explain them why you need more server resources, they will try to assist you in every way possible. Click here for more info.

We do not have any limits like that - goes without saying that we are able to host Drupal. Also, if you need any special config needs, feel free to give us a shout - we are a flexible bunch.

We are also currently running a Drupal special:
