There is no "add to queue action" or "remove queue action".
There is no problem with the 5.1 version of Actions.

I'm attaching the full rewritten nodequeue.actions.inc file to this issue, as it is instructive for seeing (1) how old-style actions become Drupal-6-style actions and (2) how they can both coexist in one file.
