[PP-1] Migrate language prefixes and domains to language.negotiation [d7] [#2625148]

Follow-up to #2130307: Variable to config: language.negotiation [d7]

Problem/Motivation

#2130307: Variable to config: language.negotiation [d7] migrated language negotiation settings, but it didn't include language prefixes and domains. We need to migrate that.

Where are the prefixes to be found in D7? Can't seem to find them on my wee test site with two languages installed.

As discussed on the D8MI meeting, since this is the same data in Drupal 6 and 7 and migrated to the same place in Drupal 8, we can do this in #2225293: Migrate D6 and D7 language negotiation settings directly.
