Problem/Motivation

It's handy to have the configure item set in the info.yml file so new users will know where to look for configuring the module.

Proposed resolution

Set configure: moderation_state.overview in the info.yml file.

Adds a configure link to the module listing page once the module is enabled.

For now this is probably the right route, thought I think with #2627664: Support other than nodes this will change.
