Really simple question: If I build websites for people for cash, can I use customized Drupal drops as their code base? And what about submitted modules? Can I leverage them, too?

Simple
You can take cash for the work you do. There is nothing in the GPL that restricts this. Free is from freedom, not free of charge.
You are free to do anything with the software (both Drupal and contrib modules which are on Drupal.org are all under GPL), provided that you do not infringe on the rights of others.
So, if you modify a module and give it to a customer, you have to make the modifications available to them.
