removing some tags per guidelines at https://www.drupal.org/node/1023102
adding d8mi for multilingual related

Maybe this is a bug?
Can you add steps to reproduce the problem, or a test that fails?
Does this problem also exist in 8.3.x?

Also using the template in the summary https://www.drupal.org/issue-summaries
And adding links to how to do some common issue tasks https://www.drupal.org/contributor-tasks

(steps to reproduce here are probably not novice, removing novice from that task the summary)

This reads like a reasonable fix. Let's set it to needs work in order to make it clear that tests are still missing.

Version: 8.3.x-dev » 8.4.x-dev

Drupal 8.3.0-alpha1 will be released the week of January 30, 2017, which means new developments and disruptive changes should now be targeted against the 8.4.x-dev branch. For more information see the Drupal 8 minor version schedule and the Allowed changes during the Drupal 8 release cycle.

It's not clear what the "steps to reproduce" are (at least not to me). Also, since the patch was uploaded when creating the issue, it never ran through the automated tests. I'd re-upload it here to see the test results... but I just saw that it no longer applies (the file it works on no longer exists, and searching on code from that file, it looks like it's more than just renamed or moved). I'm going to say this can be closed; if not, it needs a less-than-trivial re-roll.
