As described for the Twlight Theme:

"Supports both liquid and fixed width layout. It can be easily switched and configured at the theme setting page."

I go to the themes setting page on my drupal install (Latest 5.x), and all i have are the options for color sceme, toggle display, logo image settings, and shortcut icon settings.

I know i'm not looking at the global settings and clicked on the specific theme (twilight)
Am I looking in the wrong area?

Or can I switch from liquid to fixed width layout via editing code?
Which file do I need to edit and make changes to?

You may have to have themesettings module installed for this to work on Drupal 5.0 (unless you already do then disregard)
