you cannot add a block element inside an inline element. That is invalid. the code in variables does that for the secondary links. Should be a DIV.

Never mind me. The span does not wrap the UL, it is used as a breaker.

Should we use the Drupals default way br class=clear rather?

attached is a patch that replaces empty span with br.
