Potentially remove Modernizr library override

Now that https://www.drupal.org/project/paragon_themekit/issues/3087291 has been rolled in, we should double check if our Modernizr library override is still needed. There's a good chance that the only reason we were using a custom implementation of Modernizr was due to a a dependency in the SVG Injector, so we should confirm this.
