Steps to reproduce

1. Add modal (/admin/structure/modal/add)
2. Select value as parameter in Modal by select list
3. Enter values in Parameters field as

welcome
admin

4. Save modal.
5. Now access url like (http://yourdomain.com/example?modal=welcome) will not show modal.
6. Now access url like (http://yourdomain.com/example?modal=admin) will show modal.
