This is the backwards compatible version of #3096883: [Backwards Compatibility break] Rework and expand ShippingRate. jsacksick was concerned about releasing a beta with the options builder service, so we decided to try and split the BC-breaking issue into two, do what we can here with a slightly uglier approach.

I was able to preserve most of the original patch, thanks to the repack trick in ShipmentManager::calculateRates().
