To effectively maintain the D8 branch of https://www.drupal.org/project/admin_theme, i want to be able to adjust the project page and add co-maintainers. I requested that in the parent issue and sent a PM but got no reaction from @justy. So hereby requesting.
If or not this includes ownership is not of big meaning to me.

gislegeek-merlin, thank you for following the correct protocol.
You're already a co-maintainer, but if I understand this correctly, you want to become a maintainer to better care for the project (btw. these terms are now defined in the introduction of the page linked to above).
However, please note this paragraph in the protocol:
Posting for now. Please set this issue back to "Active" in two weeks if there is no response from the owner.

However, at this point, having 2 maintainers on this project is more than enough and I intend to take more active role on this project going forward including Drupal 8 and (eventual 9) versions.

A maintainer has the same level of access to the project as the owner.
Since geek-merlin cannot administer maintainers, he is a technically a co-maintainer, not a maintainer.
Moving to "Fixed" since the owner gave one of the requested permissions. Webmasters only intervene when the owner does not respond.

gislegeek-merlin, I understand that you're not happy with the outcome, and that you still want to be given the permission to administer maintainers.
You've also set the parent issue back to "Active". I sincerely hope that this results in justy and you sorting this out constructively between yourselves. IMHO, that is the only path this can proceed along.
The Drupal.org project ownership community project is sort of a backstop to sort out maintanance issues when nobody else is around who can sort this out. We follow protocol like a 'droid. I.e. we don't make judgements based upon degree of maintainer presence. We only check if at least one maintainer responds. If there is, the project is not considered unsupported or abandoned. And justy eventually showed up and responded. That means that there are no longer any valid grounds for webmaster interference in this case. Hence, I am reverting this issue to "Fixed".
