How can I hide "Block Configuration" fieldset on the user's My Account page?

If I have understand,then navigate to the menu and under navigation you can set it off

Can anyone answer this? I looked in user.module, but I don't see the "Block configuration" being set.

I would try to answer this for you but I dont know what you are referring to. My user profile pages go like this:

Maybe a screen shot would explain what your issue is?

Never mind. I figured it out. In the Site Building..Blocks I had to click on Configure for the blocks being listed and then choose "Users cannot control whether or not they see this block."

To summarise, in D6 the "Block configuration" fieldset ("Personalize blocks" in D7) appears on the edit page of user profiles when one or more blocks' "User Specific Visibility Settings" (in D7, "Customizable per user" settings) have been set to either "Show this block by default, but let individual users hide it." or "Hide this block by default but let individual users show it."

To hide the fieldset, change the settings on each block listed to "Users cannot control whether or not they see this block." (in D7, "Not customizable").
