Never mind. I figured it out. In the Site Building..Blocks I had to click on Configure for the blocks being listed and then choose "Users cannot control whether or not they see this block."

To summarise, in D6 the "Block configuration" fieldset ("Personalize blocks" in D7) appears on the edit page of user profiles when one or more blocks' "User Specific Visibility Settings" (in D7, "Customizable per user" settings) have been set to either "Show this block by default, but let individual users hide it." or "Hide this block by default but let individual users show it."
To hide the fieldset, change the settings on each block listed to "Users cannot control whether or not they see this block." (in D7, "Not customizable").
