Adding patch that fixes the issue. For dashboard based blocks, the $this->isMetricsServerEnabled() needs to be called regardless if cloud_context is passed.

Thank you for fixing the issue. I confirmed the patch and it looks good to me. I'll merge the patch to 8.x-1.x and 8.x-2.x and close this issue as Fixed.
