In your issue summary you stated, "I am not able to report issues." Can you explain. I do not see any unpublished content and would like a better understanding of your experience.

Hi, yesterday I tried to post this issue. While posting, the site repeatedly asked to wait for 800 seconds, 1500 seconds etc. I had a hard time waiting and retrying to post the issue and I thought it may be because of the "confirm role". Surprisingly it worked today morning.
I will update my profile with avatar and short bio to my profile. Thanks a lot for the help.

OP was still not confirmed. Confirmed him now, based upon #3.

He's not the only one. Seems there still is an issue with the Honeypot spam prevention tool.

I hope you shall be able to help us figure out what hit you.

Did you take any unusual steps when posting the issue that repeatedly asked you to wait?

For instance, did you type the text in by "hand", or did you first compose it on Notepad or similar local editor, and then copypaste it into the Drupal.org issue form?
