Change hiding the Local Task block and use the moderation sidebar tasks menu in view page for all content

Problem/Motivation

Steps to reproduce

When a node been viewed with an admin user
And the the admin user can edit the node
Then the local task tab block if shown in the page
But that will be different when an anonymous user access view for the node page

Proposed resolution

Hide the Local Task tab block and use the moderation sidebar tasks in view page for all contents.

Remaining tasks

User interface changes

Any admin will need to click on tasks first then select the action on the node.
