Dialog box is hidden behind the Ckeditor Maximize window

Steps to reproduce

Open Ckeditor -> maximize window -> try to on click on image embed

the dialog box is open but it hidden behind full-window, when you minimize it you will see dialog box

Proposed resolution

try to set z-index appropriate for dialog box
