Changing issue metadata (such as "Status") is permitted for users that does not have the 'Confirmed' role. You're not stuck.
The post says that the patch has been re-rolled, so the correct status is what it is: "Needs review". You cannot review your own patch, so its status must still be "Needs review".
Again: As a new community member, you should learn about Issue Etiquette.
Also, please do not post duplicate requests (two has been closed so far).
Getting the 'Confirmed' role is an onboarding process. We're trying to help you learn how to be a helpful and useful member of our community. Not posting duplicates and understanding how to to correctly set issue metadata is factored into the evaluation of whether to give you the 'confirmed' role.

I am not reviewing my own patch , the patch has been assigned to me for review which is done by some other member of my team.
I have tested the same patch on D8 and D9 thus trying to change the status to "RTBC" but i am getting the error "There was a problem with your form submission. Please wait 549 seconds and try again."
If you're getting: "There was a problem with your form submission. Please wait 549 seconds and try again." - you're hitting the "Submit" button too fast. Do as you are told: Wait 549 seconds (10 minutes) before hitting the "Submit" button.
There is no review of the patch in the post you link to above, just an observation that it "applied properly". A patch may apply properly and still be useless. You need to type in a review of the patch before you can change status to "RTBC". Typing at normal speed means that some time will pass before you hit the "Submit" button - and you will not get the "There was a problem with your form submission. Please wait X seconds ..." message. A review can be short (e.g. "I have thoroughly tested the patch on Drupal 8 and Drupal 9. It has no adverse effects and it fixes this project's problems with Drupal 9 compatibility") - but it cannot be left out.

The Patch link i have given earlier is reviewed in the meantime and marked as RTBC by someone else.
Also as u said, i have also added comment along with status change for patch. regarding the error message . i have waited for the sufficient time .but Will definitely keep the note of the same during my next activity.
wanted to attach the screen grab of the error but looks like that feature is not here.
I never suspected you were as spammer, I just wanted more to gain insight into how out anti-spam tools work in order to try to identify what conditions trigger false positives. I have now given you the confirmed role.
