Problem/Motivation

When both the Do not show cookie policy when the user clicks the "Cookie Policy" button and Enable floating privacy settings tab and withdraw consent banner features are enabled, banner won't show on reload.

Steps to reproduce

Enable both features and reload the page.

Here are patches to resolve the issue. Seems like we've had this issue ever since the withdraw tab was introduced.

Test notes - enable the two features given in the description and verify the banner still loads after reload.
