Problem/Motivation

In order to make Tugboat previews, let's add links to rebuild a preview and to view the build log.

User interface changes

For the first prototype this will simply add the links next to the preview URL link. Like this:

The log link shows something like this:

The rebuild link shows a confirmation form to trigger the rebuild of the Tugboat environment. Then it redirects back to the issue.

Thanks, deployed with some minor changes. #2903456: Allow kernel tests to fail or expect logged errors is a core issue with a Tugboat preview right now.
