Problem/Motivation

It's not always wanted to access all site reports when allowing access to the paragraphs report, as it is right now.

Steps to reproduce

In order for a user to access the paragraphs report, give the "View site reports" permission. This allows the user to view all site reports (next to paragraphs report).

Proposed resolution

Introduce a specific permission to view the paragraphs report.
