Problem/Motivation
Even tough we can combine multiple sections and change the margins between them, there are cases when it would be useful for the editors to have a top and bottom region for the 2, 3 and 4 columns layouts.
Proposed resolution
Add top and bottom regions to 2, 3 and 4 columns layouts

rembrandx CreditAttribution: rembrandx at Dropsolid commentedFYI: I'm going add the patch but hide those extra regions from the webadmin/content editor (or at least block them from adding stuff). Adding these rows is handy for specific designs that require more complex layouts but increased complexity also opens the door for more issues when combining more elements.
