OK, I took a look through the commit log (git log 10.0.0-beta2..HEAD with 10.0.x checked out) and added some stuff to the Google doc. 95% dependency updates. There were a lot of coding standards changes and test changes, other than that; plus what looked like the occasional feature/API addition, which I figure are not disruptive and therefore don't warrant mention in the release notes.

Updated the doc with all the release note text from all the issues summary tagged with "10.0.0 release notes" added a list at the bottom of issues that have the tag but don't have release note text.

It's scripted so if you need another export (or another one for 9.5) let me know.

Thanks @nod_ - I reformatted and reordered them, and also summarised the dependency changes in separate sections. Marking "needs review" as I think they are ready for a first round of review.

Will make a start on the 9.5.0-rc1 release notes next.

I've done a review, fixed a few things, and left some suggestions. I didn't notice anything missing, including from the issues without a release note snippet.
