We should add an example to better explain the configuration setting and its functionality.

Currently it's

Enter the url hash value to open the settings dialog.

Steps to reproduce

Open the COOKiES Settings page: /admin/config/cookies/config

Proposed resolution

Improve the text with an example like this:

Enter the URL hash value to open the settings dialog. You can use the URL hash string for example to place links in the footer menu or the privacy policy page to open the Cookie Settings Banner. Example: /#cookieSettings
