Problem/Motivation

This is a follow-up to #3206643: Project messaging channel in core (as experimental) as it was marked as RTBC.

Quoting @alexpott on that issue:

I'm not sure if this should go in as beta or as alpha. As it stands I don't think that this module offers an API. All classes are final and marked as @internal. Things can be opened up in beta or once this module as stable as necessary. Maybe someone can open an issue to discuss this

So let's use this issue to discuss this and the possible next steps.

From @longwave

Discussed with @catch and we agree this is beta quality as there is no public API and it is feature complete as an MVP, and therefore this is low risk to commit now as an experimental module.

As noted above I am confident that this can be marked as beta, but leaving this open for another committer to agree.

What about alpha for 10.1 and then beta for 10.2?

@smustgrave Alpha modules are not allowed in stable releases.

I re-read the requirements for alpha and beta and I agree with longwave and catch.
