How do I let users create their own forums (not just topics)

How can I allow users to create their own forums (not just forum topics), without allowing them to have admin functions on other people's forums?

to be added in forum.module. I am not a programmer basically.

something like, if user has permission create forum- function need to introduced in the forum.module.

I hope someone will help us. Me too looking for the solution.
