When mapping taxonomy, if an incoming feed item contains existing and non existing tags, non existing tags will not be created if they are NOT on the first place in the list of terms.

I just patched the D5 version. Will roll a D6 fix asap.

I re-rolled the patch (i could not apply) and tested it. Works sane.
