Problem: Several important links have no good placement options

It seems to me like many Drupal admin pages kind of need an 'operations' region for links that don't really belong in tabs or in the hook_link() area? The proposal to move 'delete' to a tab on node pages #196758: Having delete as a button on the node edit form means certain users don't have access to it when they should seems like one instance of trying to find the least frustrating solution, but not the best solution, as well as the 'create content' issue #394374: Participant had difficulty understanding the concept behind "read only" commenting.

Is it possible we need to establish a new convention here, instead of bending the current ones?
