Added permission check and added a check to make sure node had been saved at least once before showing publish to ftp option

Main fix is for this feature request which i put in: http://drupal.org/node/436016 Now, you can automatically have the html for the page you are exporting to ftp generated from your current drupal setup, so all the js, css, and other such files will be sent to the ftp server automatically when saving the node to ftp. Everything except the sites folder is currently being sent, because unfortunately it has too many files usually and causes a timeout.
Added in some more permissions on the node page
Once these fixes have been tested on a clean install a new 5.x release will be put up

Initial commit of savetoftp module. This module allows saving a node to a FTP server as a .html file.
