We are carrying out a similar effort in CA, we could exchange experiences.
We would like to integrate in the new 4.7 versioning the CA/ES and also the EN. In catalonia we need these three languages to publish on the Net.
The coordinator of i18N said that this is implemented and we (drupalcat.org) now in CAPLcat.org we are trying to develop the best architecture for this (locale and subdomans) and integrate translators with module developers works.
