IRC is a type of software. I use chatzilla as part of the firebox browser. at wikipedia.com, you find irc software they recommend for different operating systems.

start your irc software. you only need 3 commands:
/server irc.freenode.net
/join #drupal-bugfix
/nick whateveryournicknameis

the hostname should be chat.freenode.net, see here why

and it is drupal-bugfix instead of drupal.fix
