Bazaar is a distributed version control system. The key point of distributed version control systems is that third parties can branch off of the official drupal branches and perform work under revision control without requiring permission from the core drupal team.

As best I can tell, the last release of Bazaar was two and a half years ago. There is no clear inidication that it is still under active development. In my experience, almost all Drupal developers use git, unless there is some project specific mandate that forces them to do otherwise. You will have to use git if you want to work on core or contrib modules.

Bazaar has been recently forked into Breezy and is being actively developed.
