Subject: Problem with panels

I'm just working with panels; and creating my panels I've noticed that the little icon for "add content to the heather" to content in the panels does not appear I can not find how I can fix that; ? if I did not make myself clear; I have more explicit screen captures.

What about something like: Content options are divided by category. Please select a category from the left to proceed.

By using "proceed" you're telling people that this is not a "come back here later for more info" screen.
