When a menu block is configured to show book navigation for a translated book and set to 'All languages', the block is only displayed when the base language (or perhaps language that was current when the block was configured) is the current display language.

The book navigation block provided by the book module handles this well in that the one block when set to 'All languages' displays the correctly translated book navigation depending on the current display language.

I have attached an incomplete patch which works for most use cases (the exception being menus starting below the top level). I'm sure a more elegant solution is possible...

hmm will this only work for Book nav pages? I'm looking for just pages in general
