This functionality is current broken because the location.tpl.php template only prints $additional if $street is not empty. When rewriting fields in views, a user may choose to only show $additional and hide all other components. In that case the check always evaluates to FALSE in the template.

The easy fix is to add an extra check in the template file. Patch attached, which also wraps $additional in an extra span for theming convenience.
