If an attachment is mailed to the list or added to a forum post then a link to that attachment should be sent in email not the actual attachment itself.

Future use cases include people who don't have web access to be able to explictly request the file to be mailed. Just something to consider.

If the attachment is added to the forum through the webinterface it will be linked to at the bottom of the mail.
