Bulk role change

My users with Role Delegation privileges cannot change a user role using the Checkboxes and "Update options" drop-down at the page: http://example.com/admin/user/user

They can see that page and can block/unblock/delete users. But, to update a role, they have to actually go to each user's edit page and select the role. There are lots of users they need to update and it would be nice to do it in bulk.

Could this be added to the module?
