Well, its something I have considered, if we did it I'd probably use Superfish instead, however theres a couple of issues here that I haven't been able to reconcile with regard to adding drop/flyout menus to a generic base theme...
1. Superfish is very flexible and ideally should be reusable, similar to Nice Menus in that you can create many blocks and you have the option choose which menus you want to apply it to. You should also be able to choose the type of menu - drop, navbar or flyout and ideally have animation options as well. This demands a module based approach.
2. When I build a theme I either want all the above OR a very simple drop menu/navbar menu - so I don't need a module and can do something more simplistic like http://bit.ly/3XeYlR
The other issue is that not that many themes use Drop menus so I am wondering if its almost an edge case, although not an extreme edge case - I'm kind of caught betwixt and between on this one :)
For now I am going to leave drop menus out, we typically either use our own Superfish menu, Nice menus or a simple implementation as linked to above. For the most part this work better than loading up the theme settings with too many settings or else offereing something that will only cover a limited set of use cases (a more simple implementation).
