The white background is constantly fading in and out when you navigate from one admin page to another within the overlay. This is annoying.
A Solution would be to keep a white background or the current page (keeping current page may not be possible) until the next page has loaded to get a much smoother transition.

With the patch the resizing only happens once (after the new content has finished loading).

It also does seem like what @Frando says is true... this might wind up being fixed by #615130: Overlay locks up the browser and consumes 100% of CPU for certain browsers/graphics cards/operating systems.
