The "Attachment links" help text in the "File attachments" fieldset appears on every node type regardless of whether attachment links are enabled for that type.

We should also check to make sure that the callback path is available only to nodes of attachment link-enabled node types.

Added check to make sure attachment links are enabled for that node type before displaying related help text or attempting to retrieve a file.
